"Y2k, all hype, all the time."

Encryption may still be considered a munition, but it´s the only munition you can legally export without a license as of May 6, 1999.  The 9th US Circuit Court of Appeals ruled that encryption codes are a `method of expression´ and as such are subject to free speech rights.

Judge Betty Fletcher said "The challenged regulations allow the government to restrain speech indefinitely with no clear criteria for review."  The court´s decision was 2-1 in favor of encryption exportation.
