NSA-like Navy Site Defaced -- www.ncsc.navy.mil

What appeared to be an NSA-affiliated Web site, nscs.navy.mil, was defaced just minutes ago by "flipz." "Flipz" is the same person who is responsible for the first-ever Microsoft defacement. He left the message we see below:

Upon further investigation by OSAll it was determined that this site belonged to a Naval research laboratory and not NSA, despite the similarity to a name NSA often uses for its computer security division.
NCSC.mil belongs to NSA´s National Computer Security Center. It was originally thought by OSAll (and apparently "flipz" as well) that NCSC.navy.mil also belonged to NSA. Apparently that was not the case.
It was initially thought that the site may belong to NSA despite whois data (available at the bottom of this story) but a search of Alta Vista for "host:ncsc.navy.mil" yielded Naval research documents.
